I was hit with it this year and I’ll burn the plants but is there a way to keep it from returning

Fusarium is rough, once it's established in the soil it can be really hard to get rid of burning leftover tissue wont solve it as its a soil borne fungus.

I want to put the irt stuff down early may so maybe if I sow mustard and till it in and th3;put the irt down like may 5

Have the option to grow on another site next season? There's no time to try and use mustard and plant after. I'm growing in the twin cities area and my mustard wasn't ready to chop and incorporate until the second week of June last year.
If you have unlimited money you could do like Ian and Stu and steam sterilize the patch. Or be aggressive about using advanced fungicide products next year and try and get ahead of the fungus.

I saw an article in the common ground gpc newsletter and if I understood it correctly I need to put sugars in the ground so maybe molasses

I've used root-shield my last two growing seasons and it isn't a silver bullet. I added Ridomil Gold to my rotation but too late in the season to save one plant. Rhyme is another fungicide I've considered adding but both are $$$ and the ridomil was what I decided to go with.
My organic matter % is higher than I want it to be so trying to get that down has been a multi-year project.

Would maybe having the irt down so there is no contact with the soul work? I still have to node bury but I always half bury anyway

Get rid of host species and be careful that it's not being brought in via contaminated compost or wood chips? Conifer mulch might be safer.

...Than hardwoods. Some maples seem to get it, plus phytophthora. I have a hunch that willows spread some pathogens. Just a hunch.
