I have noticed several pumpkins with their stem/vine junction that is being cut or scraped. Is this to encourage extra growth? If so does it work or is the jury still out?

Im still wondering about the little circles on Ron Wallaces 2009 fruits stem. And now some of the giants having a baseball looking growth at the vine stem junction. Is that from scraping? Rubens 25XX last year comes to mind.
