Does anyone know what is going on with this new leaf? Plant is extremely vigorous otherwise.

Looks like a UV or Chemical burn. Tell us more about the plant. Is it in a hoop house, is it outside? Have you had several cloudy days, and a bright sunny day? Have you sprayed anything on the plant?

I was thinking it was a UV burn as well. Despite my handle, I'm now in Germany and it has been very cloudy for a few days and now is sunny. I had the plant in the bright sun for several hours yesterday. Haven't seen this before on my plants so I was concerned it was some deficiency. I've also had a grow light on them at night. Despite doing the same thing with the plants throughout it's life I wonder why this new leaf is having issues when the first two true leaves did not?

What kind of grow light? The new LED's have to be 16-24 inches away from the plants. Where as a Fluorescent t-5 you can just about be touching the plant

That is burn from your light. It is best demonstrated by the older leaves, which become wrinkled and tight in the latter pictures. How many hours per day do you have a light on them? Try reducing to 12 hours or if you mentioned bringing them outside try reducing the hours on sunny days. Also is that garden soil they are potted in? If so that is probably causing drainage issues and not doing you any favors either.
