What effect if any does frost or cold nights have on powdery mildew. Does it slow it down , stop it, make it spread faster or just no effect ?

Frost will kill the leaves, so PM won't hurt. Cold nights usually mean more dew, which is great for growing PM once the sun warms it up. But cold usually slows all biological action, so it might not grow much at night..

If you get frost powdery mildew won’t be your issue

It got down to 0 (32f) last night but not all the garden got hit. I have leaves with 5 or 6 sq.in. black spots now, some edges dead on my plant with the biggest pumpkin and a little pm showing up. I am trying to figure out if I should cut the leaves off(plant is shrinking) that have pm or let it ride for the next 3 weeks. I have never seen frost that spotty on pumpkin plants before ( did not bother to wash it off because most of the leave had dew on it ). We are a fairly cool place so I thought maybe that would slow down pm enough.

As far as I know, PM just affects the leaves. If they aren't too bad, you should still get some photosynthesis from them. This late in the game, I would keep them and treat them with a fungicide, unless you start getting some other disease coming in. If you cut them off, you lose everything from them.

Powdery mildew is one of the most commonly occurring plant problems. It is a fungal disease that affects plant leaves and stems, coating them in what looks like a white or gray powder-like substance.

I would advise you read this article about difference between dew and frost https://differencebtwn.com/what-is-the-difference-between-dew-and-frost
