I am wanting to run 1/2 in. pvc around plants to water them. thinking of drilling small holes in the bottom of the pipe. would it be better to run it under weer barrier or on top

I would put on top of weed barrier to help cool black material & to hold down material!

I have mine under weed barrier, then straw on top to keep heat down. Depending on what kind of weed barrier you have sometimes the water will run to the lower spots and puddle, giving you a inconsistant watering pattern. Also I have found using the really cheap fabric, if not covered with some sort of mulch..pinestraw, straw or compost the sun and rain decomposethe fabric at a fast rate.
