I have scraped the jelly like sap away and it is brown and soft. I then scraped that down to alive looking meat of the pumpkin applied sulfur powder and have a fan on it it still saps up so I repeat the process the next day. is there anything else I can do to save this kin

unless the fruit itself has a soft spot on the skin i would not continue SCRAPING the sap off the pumpkin.if on the other hand your scrapping away a soft spot or rotting area? then i agree with what your doing.
if its just sapping though?j wipe it off a bit with a bleach/water solution and keep the fan on it a couple days.
the sap will harded in tine as well but, if you scrap the outer skin of the fruit just because its sapping ? you could be inviting problems.

the pumpkin skin is turning a brown under the sap and feels wet. I assume it is rotting ??? What is the difference between sulfur powder and captain? would one work better over the other?

use a little of each mixed together.if the skin around the sapping area is soft then yes it seems to sound like its rotting. i have never had the area around the sap spots rot though. the sap should usually dry to a hard area.
