I am a first time user of soaker hoses, so I am testing everything out. Is it best to soak the stump area with most of the soaker hose or should the house be spread out evenly over the patch. Thanks.....Ray

Based on what evidence I have seen, do not soak the stump. My soaker hoses encircle the stump about three feet from the stump with 18" in between the "rings".
