Trying to figure out which would be better for Drip tape,
the 1/4 in barb that goes in the black tubing or the 400 in
barb that goes in the tubing?

My experience over the last couple of years has been using 1/2" mainline tubing which I believe is pretty much the standard in our world. I always use the 1/4" barb fitting with or without a shutoff. I believe the 400 barb is for larger size mainline tubing.
