I found some free horse manure around my area but its mixed in with wood bedding. Is this a problem or should i try to find manure with hay or straw bedding?

I would go for it, but compost it first. Wood shavings break down very slowly, and as they do they tie up a lot of nitrogen in the soil. Also composting at high enough heat will kill off most of the weed seeds in the manure.

the shavings should have urea or horse pee soaked in to them which is good. like iowegian said "compost" first.

By all means seek to find the manure with the hay or straw bedding mixed within ! Wood chips and shavings....are over-rated....until they are old enough and "processed" enough to begin to lose their identity as....wood pieces.
Turn the pile regularly and water should be applied along with other activation materials like some blood meal, alfalfa meal and dry molasses to kick the pile's temperature upward and feed the micro-bug activity !
