I bought sime kelp meal,1-0-2. The prcoblem is it dosn't disolve in to water. How do I apply it?

There's no wrong way to apply the kelp meal from my own experience and from what I hear from other growers, as long as you don't add a crazy amount like a half inch over the entire patch maybe. I would throw it everywhere and work it in a tiny bit far enough from the plant not to affect the roots.
One concern you might consider is not to add fertilizer until you have a pumpkin set if that is just about to happen. Best regards and I hope anyone will chime in if there are differences of opinion. I love kelp! It adds all the micronutrients and when it absorbs water it expands greatly in size and really improves the soil texture.

sprinkle it on the ground lightly, rake it in a little, water as needed.
