Hi all I would like to know when we should add compost to our patch before the winter storms or in the spring? Do you do a soil test before you add the compost? Last but not least How many times do you till once per yr, twice a yr, Or never? Thanks all for your responses.

Sooner is better. Time + bacteria + weather = one step closer to stable organic matter. If you need lime or sulfur to correct an imbalanced pH then that too takes time to work.

Soil test & amend before the snow flies if you can.
